We recognise many of the policy challenges identified by the Helm review of energy costs and support some, but not all, of its recommendations. In particular, we highlight the need for more effective network regulation and a level playing field in the procurement of new low carbon electricity generation. We express significant concern at the review’s proposal that industry should be exempted from the cost of decarbonisation at household customers expense.
