The privatisation and liberalisation of UK utility sectors effectively shifted the burden of funding investment in those sectors from taxpayers to bill-payers. This has consequences both in terms of who pays, and who co-ordinates investment. The poorest in society tend to be far more exposed to costs under a bill-based approach, with consequential impacts on affordability.
