The tenant's dilemma [ 2 mb] report proposes that restrictions should be placed on private landlords - use of Section 21 - the fast-track 'no fault' means of evicting a tenant - to prevent it

being used in retaliation in circumstances where a tenant has recently taken steps to enforce statutory rights regarding disrepair or health and safety issues.
