Citizens Advice welcomes the clear planning objectives, as laid out by the Welsh Government in their National Development Framework. However, it seeks to emphasise possible consumer implications of these objectives.
Citizens Advice recommends:

Welsh Government conducts an impact assessment of an electric vehicle charging infrastructure on energy consumer bills.

Welsh Government has visibility of where chargepoints are being installed, ensuring chargepoints are installed in areas of need but low or no business case. Welsh Government should also ensure there is a sufficient distribution of chargepoints that can be used by disabled individuals.

Welsh Government should plan their policy, reflecting on GB wide considerations. This includes keeping apace with Ofgem’s charging review and regulations for heat networks.

Welsh Government should set standards for heat networks and ensure these are enforced appropriately, to ensure systems are not inefficient and consumer bills are not excessively high. Standards should be future proofed, reflecting the climate change targets set by Welsh Government earlier this year.

Finally, the national development framework should also set out planning policy linked to zero carbon homes and energy efficiency, recognising the role these policies play in decarbonising homes and tackling fuel poverty.
