Citizens Advice response to the Ofgem Call for Evidence: Households not connected to the electricity distribution network
We have identified that there are domestic and small business consumers that are off the electricity distribution network and that this can often relate to high cost quotations to connect to the network. There are also consumers who may struggle to connect to the electricity network due to the transient nature of their circumstances, for example, people living on boats or in mobile homes. We agree that Distribution Network Operators (DNOs) are well placed to investigate the instances and circumstances of those that are off the electricity network. We also agree that the Stakeholder Engagement and Consumer Vulnerability incentive mechanism could be used to measure the effectiveness of DNOs in gathering this information.
