Citizens Advice Cymru responded to the National Assembly’s Constitutional and Legislative Affairs Committee inquiry about, ‘Making Laws in the Fourth Assembly’.

Our response highlighted the following points:

• Explanatory Memoranda are a useful aid to understanding.
• We would like amending legislation to show new provisions in their   entirety, avoiding the need to piece together various enactments to ascertain the impact of the changes.
• Options for making the effect of legislative change clearer should be explored eg by the use of Keeling Schedules.

Mae Cyngor ar Bopeth Cymru wedi ymateb i ymchwiliad y Pwyllgor Materion Cyfansoddiadol a Deddfwriaethol ar ‘ddeddfu yn y pedwerydd Cynulliad’.

Dyma’r pwyntiau a nodwyd gennym:

• Mae’r Memoranda Esboniadol yn adnodd defnyddio i ddeall.
• Hoffem i’r ddeddfwriaeth ddiwygiedig ddangos y darpariaethau newydd yn eu cyfanrwydd, gan osgoi’r angen i roi darnau o ddeddfiadau at ei gilydd er mwyn canfod effaith y newidiadau.
• Dylid ystyried dewisiadau sy’n dangos effaith y newid deddfwriaethol yngliriach, e.e defnyddio Atodlenni Keeling.
