We broadly support the proposals on amendments to the Supplier of Last Resort (SoLR) supply licence conditions. They will ensure closed credit balances of ex-customers are protected when a supplier fails. They will also allow the SoLR process to run more flexibly and share the costs of the credit Safety Net to consumers more fairly.
However, there are some outstanding issues that need to be addressed as part of Ofgem’s wider licensing review later this year. We think there is insufficient protection for consumers who owed money to a failed supplier, and whose debts subsequently pass to the administrator. We also think that there needs to be more clarity on the process for consumers who have unresolved problems - such as disputed bills - with the failed supplier.
